Vision and Goals

The vision statement guiding the Moreno Valley TDM Plan is:

Moreno Valley will reduce single-occupant vehicle trips by making it easier for people to choose transit, carpooling, biking, walking, or telework—supporting a more efficient, equitable, and sustainable transportation system.

The City has developed the following goals for the TDM Plan:

  1. Improve Mobility Options – Enhance connectivity between transportation services to provide seamless, multimodal travel experiences.

  2. Promote Safe, Efficient, and Equitable Travel – Ensure all residents and workers can travel safely and efficiently, regardless of mode or income.

  3. Enhance Transportation Choices – Increase access to a range of transportation options beyond single-occupant vehicles.

  4. Maximize Efficiency – Make better use of existing infrastructure and services to meet travel demand sustainably.

  5. Reduce Traffic and VMT – Shift trips to more efficient and shared modes to alleviate congestion.

  6. Improve the Environment – Support climate action and air quality improvements through cleaner transportation.

  7. Benefit Workers and Residents – Expand affordable and accessible travel options for commuters and communities.

  8. Enhance the Business Environment – Support economic growth by improving access to jobs, education, and retail centers
